Given the need to speed up the process of digital infrastructure creation in Armenia, the Government of Armenia, Enterprise Incubator Foundation and Hewlett Packard have launched a Computer for All program aimed at increasing the use of computers and licensed software by the population by offering up-to-date software and affordable computers provision.


The primary economic and social goals of the project are:

increase the widespread use of PCs and Internet in Armenia by increasing the number of users of e-services, which in turn will be the basis for the introduction of new e-services by government, business circles, educational institutions and other institutions;
Formulate a computer literacy workforce to develop the capacity of different age groups of the Armenian population;
develop the Armenian ICT market by fostering the development of local computer hardware and software production;
reduce the level of use of non-licensed software in Armenia by offering pre-installed software packages.
The pilot phase of the project was successfully completed in 2010 with the joint efforts of the Government of Armenia, EIF, Hewlett Packard Company, and Unicomp CJSC ACBA Credit Agricole Bank. In the pilot phase, retailers of computers and related equipment were selected at selected retail outlets in Yerevan, Gyumri and Vanadzor thanks to specially designed financial mechanisms.


As the project has already become widely popular both in Yerevan and in the regions, a large-scale implementation phase of the project is now being developed to enable the acquisition of computers in all regions. 2011 The program was joined by the Central Bank of Armenia, the World Bank, the United States Agency for International Development (USAID), Microsoft, Orange Armenia and a number of banks and suppliers. 2011 In May, EIF announced the expansion of its distribution network, which will allow RA citizens to acquire desktops and laptops at all Orange Armenia points of sale within the framework of the Computer for All program. In addition, beneficiaries of the project will receive special offers for internet connection, which will also increase access to internet and increase the electronic activity of the population.
